REQUEST FOR SERVICES
Emergency Preparedness Consultant Services Hampden County Health Coalition

The Pioneer Valley Planning Commission (PVPC) is seeking consultant services for public health emergency preparedness activities in Hampden County, Massachusetts.  The consultant services sought shall include providing assistance to the PVPC’s Public Health Emergency Preparedness Planner in completing local emergency preparedness and response plans, outreach, document preparation and related activities.

The Request will be available from the time of this notice until the due date specified below.  The Pioneer Valley Planning Commission (PVPC) will be the awarding and contracting authority and reserves the right to reject any and all proposals if it is deemed in the best interests of the PVPC to do so.

Transit Planner

The Pioneer Valley Planning Commission, a proactive Regional Planning Agency (RPA) serving New England’s 4th largest metropolitan area located in western MA, seeks a highly motivated professional to fill the position of Transit Planner.  This position provides extensive technical support services to the region’s transit authority.  Candidates must be technically sound and be able to handle multiple projects.  Requires experience in emerging trends in transit, multi-modal service planning, Environmental Justice planning activities, and coordinating transit ridership surveys.  Requires a minimum of a Bachelor’s degree in urban planning or a related field and 3 or more years relevant experience.  Candidates must have excellent analytical, communication, leadership and computer skills and be familiar with federal transit programs and requirements.  Starting salary of $39,000 to $60,000 depending upon qualifications and experience, with an additional increase of $1,500 upon a successful 6 month review.  Exceptional candidates will be considered for a senior level position.  Submit resume with cover letter, writing sample and your starting salary expectation by June 2, 2008 target date to:  Timothy W. Community Development Senior Planner

Responsible for program management of community development block grant and other state and federal grant programs including assistance on special projects in municipalities throughout the Pioneer Valley Region; facilitating administrative functions of regional and subregional affiliate organizations and other functions as required.  Required qualifications include direct experience in the administration of state and federally funded programs (CDBG, MHD, MHC, others); strong writing and verbal communication skills; proven grant writing experience; prior municipal or related experience; knowledge of state and federal compliance; strong computer skills; and strong organizational and program management skills.  College degree required, Master’s degree preferred.  Starting salary range is $42,000 - $52,000.

 

Community Development Planner: 

Responsible for assisting community development planning staff in the implementation of CDBG and other state and federal grant programs in municipalities throughout the Pioneer Valley Region;  facilitating administrative functions of regional and subregional affiliate organizations and other functions as required. Required qualifications include good writing and verbal communication skills, good computer skills, good organizational skills and a general knowledge of public sector programs.  Prior related experience desired, college degree required.  Starting salary range is $35,000 - $42,000.
