Consultant Services for an online-mobile integrated data collection and mapping application for multiple municipalities

On behalf of Agawam, Granby, Northampton, Longmeadow, Ludlow, South Hadley, Southwick, West Springfield, and Westfield ("Participating Municipalities" hereafter), the Pioneer Valley Planning Commission (PVPC hereafter), through combined funding made available by Participating Municipalities, is seeking services from a qualified vendor with experience and expertise in design, construction, and operation of an integrated mobile data collection and mapping system that can easily integrate with EsriArcGIS for Desktop.

Under the recently issued final Massachusetts federal stormwater (MS4) permit, there are many new requirements related to mapping of storm drain systems as well as data collection and management, including use of data to define priority locations in the storm system infrastructure.  Participating Municipalities involved in this RFP are seeking to collaborate regionally in procuring services to develop, implement, and administer an online-mobile integrated data collection and mapping application.
