Proposed Amendment to the PVMPO Public Participation Plan (PPP)

In accordance with the formal public participation program tied to the Pioneer Valley Metropolitan Planning Organization (MPO), the Pioneer Valley Planning Commission (PVPC) in coordination with Pioneer Valley Transit Authority (PVTA) is holding a (45) day public review for a Proposed PVMPO PPP.  The proposed amendment will update current virtual meeting requirements.  The document will be available for comment starting on August 26, 2022 and will remain open until at least October 11, 2022.  Please visit for additional information.

This process will also be used as the Pioneer Valley Transit Authority’s (PVTA) public participation process. The Pioneer Valley Transit Authority, the FTA Section 5307(c) applicant, has consulted with the Pioneer Valley  Metropolitan Planning Organization and concurs that the public involvement process adopted by the Pioneer Valley MPO for development of the TIP satisfies the public hearing requirements that pertain to the development of the Program of Projects (POP) for the regular Section 5307, Urbanized Area Formula Program, grant applications including the provisions for public notice and the time established for public review and comment.

De acuerdo con el programa formal de participación pública vinculado a la Organización de Planificación Metropolitana (MPO) de Pioneer Valley, la Comisión de Planificación de Pioneer Valley (PVPC) en coordinación con la Autoridad de Tránsito de Pioneer Valley (PVTA) está llevando a cabo una revisión pública de (45) días para una Propuesta PVMPO PPP. La enmienda propuesta actualizará los requisitos actuales de reuniones virtuales. Our policies and studies, our TIP and RTP impact people’s lives and our economies.  Federal and state law, such as the Americans with Disabilities Act (ADA) and Title VI of the Civil Rights Act of 1964 (Title VI), require equal opportunities for public input –to ensuring that public funds are invested in ways that equitably meet public needs.

Amendment includes Virtual meetings elements:

•Appropriate technology and staff resources will be available at all virtual meetings to encourage adequate engagement before, during and after the meeting.

•Virtual meetings will be recorded, and those recordings reviewed for public input.

•All meeting materials will be presented via video stream and can be downloaded via the virtual meeting platform’s chat or document transfer medium.
•Virtual public meetings will be publicized as early as possible—ideally, a minimum of 21 calendar days in advance, but never less than 14 days in advance.
•Staff will monitor all public engagements, whether in person, via email, through social media or through virtual public engagement and track through a “Measurements of Effectiveness (MOE) Report.” 
•Upon request use a 3rd party API for closed captioning.
•Continue to explore a hybrid format with in-person and virtual engagement for future MPO meetings.
•Assure that “virtual access” is available through Zoom links on the MPO meeting calendar.
•When appropriate, offer Livestreaming meetings on YouTube, Facebook, or another service to make meetings more accessible. 
•Communicate with participants: Remind participants that the meeting is recorded and how it will be shared (and that they have provided permission to use the recording).
