
| Cities and towns in the coalition should be aware that seasonal emergencies occur. Spring is a time when rivers and streams overflow when snow from higher elevations after an abundant winter snow fall start to melt. Also in the spring with the ground saturated from the melting snow, flash floods can also occur when heavy rains fall and contribute to the already heavy saturated ground leaving the water no place to go.
